Sounds like elfin safety interfering again Angry  I was always led to believe that it was 8inches of good black ice so I suppose if the ice isn't like that it might need to be thicker?  David - where are you when we need you?

Look at it this way. If the minimum thickness is declared to be 30cm (or a foot, in old stuff), the RCCC will NEVER have to organise a Grand Match ever again, unless it is held in the Arctic/Antarctic. I'll take up Ice-Road Trucking and get you there.

Several of my motorbiking buddies are VERY senior HSE Inspectors and they get very fed up with being used by insurance Cos and people being worried about being sued, as an excuse.
The HSE do NOT have any rules/conditions or even advice regarding the depth of ice required for a curling match. - It is the legal fearing RCCC and the blue light services that are to blame (IMHO).
